Independent Anti-Doping Scrutiny Panel Members Named

David Kenworthy has been appointed as Chair of the newly formed independent Anti-Doping Scrutiny Panel, and the full make up of the Panel has also been confirmed. The new Panel will carry out constructive and objective scrutiny of UK Sport’s anti-doping function and effective implementation of the World Anti-Doping Code. The appointments commence on 1 September 2005 and are for an initial period of three years.

During a police career spanning 35 years, Kenworthy worked his way up the ranks to become Chief Constable of North Yorkshire Police in 1998, having previously served as Assistant Chief Constable and Deputy Chief Constable of the Avon and Somerset Constabulary. Since retiring from the Force in 2002, he has been elected Chairman of the Community Foundation Network and was last year appointed Deputy Lieutenant for North Yorkshire.
 
Sue Campbell, Chair of UK Sport, said: “I am delighted that we have been able to secure the services of someone of such high regard as David Kenworthy to Chair the Scrutiny Panel. It is a vital role as we continue to ensure the effectiveness and robustness of our anti-doping operation through independent scrutiny. David’s career and achievements speak for themselves and I believe the Panel will truly benefit from having him at its helm.”
 
The Panel was set up in the light of last year’s PMP review into the UK’s anti-doping programme. The report concluded that the function of National Anti-Doping Organisation should remain with UK Sport, a view backed up by the subsequent Culture, Media and Sport Select Committee Hearing into Drugs and Sport. A recommendation was made by PMP that the management and governance structure of the anti-doping function should be strengthened – a view with which UK Sport concurred and felt necessary in its quest to ensure a world-class anti-doping system is in place. This led to the development of the independent Scrutiny Panel which will focus specifically on reviewing anti-doping policies and methods, and examining possible conflicts of interest.

David Kenworthy said: “It is a real privilege for me to have been appointed as Chair of the Scrutiny Panel. As a lifelong sports fan, I strongly believe in the importance of tackling doping in sport which only serves to undermine and diminish what should always be an exciting, enjoyable spectacle for competitors and spectators alike. I look forward to working with my fellow independent Panel members to ensure that UK Sport can help drive the global fight for drug-free sport by using the best procedures.”
 
The other Panel Members have been named as: Nerys Williams, Head of the Health and Safety Executive’s Employment Medical Advisory Service; Mark Emerton, a former Royal Navy Commander who is now a Member of the Criminal Cases Review Commission; Trevor Rothwell, a hugely experienced forensic scientist and former Director of Huntingdon Forensic Science Laboratory; and Gillian Elkins, a solicitor for over 20 years, with particular experience as an adjudicator.

In addition, Stephen Parry, bronze medallist at the 2004 Olympic Games, has agreed to become an Athlete Adviser to the Panel to ensure that the thoughts and needs of the athlete community are fully reflected in its work.

Campbell said: “We have been overwhelmed by the quality of applications for these positions which I see as a real indication of the strength of feeling against doping in sport in this country. We now have in place a high calibre Panel who between them have a wealth of the legal, scientific and medical experience and expertise, as well as the necessary independence from the anti-doping system. This will be of huge benefit going forward as we seek to provide the highest possible standards of service and support in anti-doping to the British sporting community and our partners across the world.”

Sports Minister Richard Caborn highlighted the Panel as another example of Britain stepping up its efforts to lead the way in making sport clean and fair for all.

He said: “I am pleased with the formation of the Scrutiny Panel. In the past two months, through UK Sport, we have published the most comprehensive National Anti-Doping Policy ever to be in place in the UK and launched the first national anti-doping education campaign backed by WADA.
 
"Our commitment to fighting doping in sport has never been greater and we now have a truly world-class system in place. The formation of the Scrutiny Panel will ensure we provide a level playing field for those who want to compete drug-free. There is no place in sport for those who do not.”

NOTES TO EDITORS
· UK Sport works in partnership to lead sport in the UK to world class success by supporting world class performance, worldwide impact and world class standards.

· In its role as the UK’s National Anti-Doping Organisation, UK Sport is responsible for the implementation and management of the UK's anti-doping policy. As part of this, UK Sport co-ordinates the UK's testing programme, which every year sees over 6,500 tests carried out across more than 40 sports. In addition, UK Sport provides British athletes and their support personnel with a number of information services and resources to help them make the right decisions about what substances they can and cannot use.
 
· Consultancy firm PMP conducted an independent review into options for the future operation of the UK’s anti-doping programme during the first quarter of 2004. The review, which was initiated by UK Sport’s Chair Sue Campbell, provided recommendations on the optimum arrangements for the governance, structure and operation of the national anti-doping programme in the UK. Among its recommendations was to “review the current management and reporting structure of the team to ensure it is best placed to maintain the appropriate standards”. Further work on this by PMP led to the development of the Scrutiny Panel.

David Kenworthy (Chair)
Chief Constable of North Yorkshire Police from 1998-2002, having spent the previous six years as Assistant and Deputy Chief Constable of the Avon and Somerset Constabulary. David was responsible for a reorganisation of the force in North Yorkshire which led an increase in the number of police officers and a reduction in crime. As Chairman of the National Road Policing Committee, David changed the policy stance on the use of mobile phones in cars which has resulted in the latest legislation from the Department of Transport. Appointed Deputy Lieutenant for North Yorkshire in 2004, and has received the Queen’s Police Medal.

Gillian Elkins (Member)
A solicitor for over 20 years, with particular experience as an adjudicator. Gillian currently works part-time as an adjudicator appointed by the Lord Chancellor in two different tribunal jurisdictions. Alongside these roles, Gillian also works as a Legal IT consultant. Gillian was previously a partner in a medium-sized firm of solicitors, and she has been a Councillor on Uffington Parish Council since her election in 1991.

Mark Emerton (Member)
A Member of the Criminal Cases Review Commission which investigates suspected miscarriages of justice. Has the distinction of being the youngest ever Commissioner on this body. Mark served in the Royal Navy for 23 years, working his way up to the rank of Commander. Among Mark’s many responsibilities during this time was the management of the Royal Navy’s drug testing programme. He was selected to be the first-ever uniformed judicial officer, was Senior Naval Lawyer in the Ministry of Defence, and his current commitments include being a Legal Assessor for the General Medical Council.

Trevor Rothwell (Member)
A hugely experienced forensic scientist whose employment history includes five years as Director of Huntingdon Forensic Science Laboratory and four years as Senior Scientist at the Forensic Science Service Headquarters. Trevor has spent the last 14 years working as a consultant for the likes of the General Medical Council and Home Office where he is responsible for the organisation of forensic pathology services in England and Wales.

Nerys Williams (Member)
A consultant occupational physician who has been Head of the Health and Safety Executive’s Employment Medical Advisory Service (EMSA) since 1998. In this role, Nerys is responsible for setting medical standards for occupationally-related statutory medical examinations and running appropriate appeal systems. Nerys is also an Independent Member of the HSE Research Ethics Committee, a Senior Medical Inspector for the HSE, and has had around 100 papers and articles published over the course of her 20 year career.

· All appointments are for three years with effect from 1 September 2005.

· Under the Terms of Reference for the Scrutiny Panel, the overarching function is stated as:

“Overall responsibility for scrutinising the performance of the anti-doping function within UK Sport, relating to potential conflicts of interest, and to recommend to the Board action which should be taken.”
